Jeremy Greenberg, Senior Advisor to Aspen Digital, is President of Provincial Strategies LLC, an emergency and risk management consulting firm. He is also an Adjunct Instructor for the University of Chicago’s Threat and Risk Management Program. 

Jeremy brings more than 23 years of federal service to his work, including five years as a member of the Senior Executive Service. Throughout his career, he has held key positions across both the executive and legislative branches. Most recently, he led FEMA’s Response Operations Division, overseeing the agency’s capabilities for identifying, alerting, and stabilizing threats and hazards, including the National Watch Center, FEMA Operations Center, National Response Coordination Center, and the National Urban Search and Rescue program.

During his time at FEMA, Jeremy served as the Chief of the National Response Coordination Center and as FEMA Team Leader for the Domestic Emergency Support Team (DEST), responding to hundreds of presidentially declared disasters across all hazards, from hurricanes and wildfires to cyber incidents and terrorist attacks.

In earlier roles, he was Acting Deputy Director of the Office of External Affairs and Director of the Office of Policy and Performance, where he helped coordinate FEMA’s response activities through clear direction, guidance, and analysis.

Before FEMA, Jeremy worked at the Department of Transportation, first as Deputy Manager in the Crisis Management Center and then as Manager of the National Response Program, where he coordinated DOT’s Emergency Support Functions and Regional Emergency Transportation Program. His career also includes time as a Senior Consultant at Booz Allen Hamilton, Operations Branch Chief in the Department of Homeland Security’s National Exercise Division, Legislative Assistant in the U.S. House of Representatives where he worked on key legislation including the Homeland Security Act, and Program Assistant at the Department of Justice.

Jeremy holds a BA from American University and an MA from the College of International Security Affairs at The National Defense University. He’s a graduate of the National Emergency Management Executive Academy and Harvard’s National Preparedness Leadership Initiative. Beyond his professional work, Jeremy has dedicated over 20 years to serving his community as a volunteer firefighter, emergency medical technician, and instructor.
