Belisario Contreras is a recognized and thoughtful leader in information technology and cybersecurity, known for bridging international policymaking with practical, real-world implementation. Throughout his career, he has worked closely with senior government officials, private-sector executives, and civil society leaders to foster collaboration and advance cybersecurity capacity across regions. His approach emphasizes critical thinking, trust-building, and pragmatic solutions that translate policy into measurable impact.
During his tenure at the Organization of American States (OAS), where he served as Manager and Head of the Cybersecurity Program, Belisario played a central role in significantly expanding the organization’s influence in the cyber domain. He was instrumental in supporting the development of multiple National Cybersecurity Strategies, strengthening a regional network of National Computer Emergency Response Teams (CERTs), and overseeing the production of influential cybersecurity knowledge resources. These efforts contributed to sustained capacity-building across the Americas and have informed similar initiatives globally.
Belisario’s expertise has been recognized by leading international institutions. He has served on the Advisory Board of the World Economic Forum’s Centre for Cybersecurity and co-chaired the Global Future Council on Cybersecurity. He has also contributed strategic guidance through the Carnegie Endowment for International Peace’s FinCyber Initiative High-Level Advisory Group. Currently, Belisario serves as Executive Director of the Digi Americas Alliance and sits on advisory boards at Duke University and (ISC)² LATAM. A trusted advisor and convenor, he continues to shape regional and global conversations on cybersecurity, digital trust, and resilience through collaboration and leadership.
