Dr Sameer Patil is Director of the Centre for Security, Strategy and Technology at the Observer Research Foundation (ORF), India’s leading public policy think tank. His work examines the intersection of technology, national security and geopolitics. Sameer has previously worked with the National Security Council Secretariat, Government of India, and Gateway House: Indian Council on Global Relations. He holds a PhD and MPhil in international politics from Jawaharlal Nehru University, New Delhi.
With over a decade of experience in cyber policy, he has contributed to national and international debates on cybersecurity, critical infrastructure protection, and emerging digital threats. He is the author of Securing India in the Cyber Era (Routledge, 2022), and his recent research has focused on regulatory harmonisation on cyber policy among Quad countries and understanding the impact of technology on conflict and warfare.
Sameer serves on the World Economic Forum’s Global Future Council on Cybersecurity and the Royal United Services Institute, UK’s Global Partnership for Responsible Cyber Behaviour Advisory Board. He is also the dissertation advisor at the Indian Naval War College and has advised a Member of Indian Parliament on a private member’s bill on cyber hygiene and digital civics.
