Víctor Muñoz is an Industrial Engineer with an MBA and a specialization in Telecommunications. He has more than 25 years of experience across the private and public sectors. He is a co-founder of Argia Green Tech & Economics and Guarumo, and an angel investor in more than 25 startups.
In 2018, he was appointed the first Chief Information Officer (CIO) of the Government of Colombia by President Iván Duque, leading the national public policy on Artificial Intelligence and the National Cybersecurity Strategy. In 2020, he was selected by Apolitical as one of the “Agile 50: the World’s 50 Most Influential People Revolutionising Governance” for his work in digital transformation.
In 2021, he was appointed by the President of Colombia as General Director of the Presidency of the Republic of Colombia (a role comparable to Secretary General of Government). In this position, he coordinated, among other priorities, the country’s COVID-19 vaccination plan, economic reactivation efforts, and the implementation of the Peace Agreement. He also served as Secretary to the Council of Ministers and oversaw the execution of the government’s strategic goals, supervising multiple ministries and national government entities.
He currently serves on the boards of Universidad Jorge Tadeo Lozano, Periódico El País (Cali), and Smart Data & Automation, and is an operating partner at EWA VC, focused on technology-based and impact-driven companies. He is a Fellow at the Berkman Klein Center and the European Council on Foreign Relations.
