Since the advent of technology and rise of cybersecurity, the perceived wisdom for the American government and US-based industry alike has been to prioritize cyber defense. Offensive cyber operations have been perceived as too risky, too escalatory, and too unreliable.
A focus on defense has meant that threat actors have borne little consequence for their campaigns. They continue to launch attacks on our critical infrastructure in areas like water, electricity, finance, and even emergency services, burrowing into our networks to unleash mass disruption.
The strategic mindset has now shifted. US government and industry leaders alike are changing course toward not only impeding the effectiveness of attacks but also ratcheting up the consequences to do them in the first place.
Our Solution
Aspen Digital has commissioned members of our US Cybersecurity Group and additional leaders in government and industry to establish clear thinking on the future of cyber offensive operations, including:
- Defining a clear typology of offensive actions
- Understanding the risks and opportunities of such actions
- Examining the appropriate role of the private sector
- Reviewing the whole toolkit for responding to cyber aggression
